The second attack wave at Pearl Harbor was WAY less effective than the initial one--mainly because the first wave—with that element of complete surprise—inflicted tremendous damage and the dying ships billowed so much black smoke that visibility for the next wave became a major problem.
On 9/11 the second attack plane hit lower and faster causing the South Tower to fall first (although mercifully the 16 or so minutes between attacks allowed more people to evacuate)
